Every single Doctor has actually been played by Anthony Ainley in various disguises. The BBC caught on just before the Fifth Doctor regenerated, and tried to force him to reveal himself by including a lot of Master stories, but Ainley continued to foil them by disguising other people as himself and letting them play the Master, instead.

Some say Ainley is still up to this to this very day.
